GENERAL PROVISIONS
The CSDL is composed of units, namely: Student Activities and Organizations, Student Discipline, Alumni, Guidance Services, Health Services, and Community Extension. Responsibilities of the department include, but are not limited to formulation of immediate and long-range plans for programs and services that foster career guidance, leadership skills development, enrollment retention, and support for academic excellence pursuits that complement the educational mission of the school;
CSDL FUNCTIONS AND RESPONSIBILITIES
The Center for Student Development and Leadership (CSDL) is a service unit that complements the instructional program of the school in order to attain the school’s mission. It addresses three major concerns, namely: development, assistance, and monitoring. It oversees the implementation of policies that support the academic pursuits and the total welfare of students. Primarily the frontline office of the school in its relation to the students, it communicates the needs of students to the school officials and is also expected to communicate the concern of the school officials to the students.

Student Educational Loan
Students can apply for an interest-free loan to ensure that they secure their Examination Permit on time. The school
provides such loan to help students who have insufficient funds to pay first periodical and second periodical. The loan is payable within 30 days. Interview of parents is required. Application forms can be obtained at the CSDL.
Work-To-Study (W2S)
W2S is a part-time job placement program. It serves students who want to earn while studying:
• In-campus: placement in short-term tasks in school such as enrolment and special projects (vacancy is need-based)
• Off-campus: placement in companies needing hourly workers or contractual employees
Scholarships
General Policies and Guidelines
1. A scholarship is a privilege and not a right. It carries with it certain responsibilities.
2. No student should expect a scholarship, a work grant, or any financial assistance from the college unless s/he has been formally accepted and has received official notification of the grant.
3. Scholarship grants are made only to those candidates on the basis of academic merit while financial assistance is given on the basis of financial need.
4)Non-compliance of the scholarship guidelines shall automatically disqualify the student from any scholarship.
Academic Scholarship
1. Presidential Scholarship
The Presidential Scholarship aims to admit the best students preferably from national high schools.
Benefits:
1.100% coverage of fees (tuition, miscellaneous, and laboratory)
2.An allowance of Php 4,000 for 10 months every school year
Eligibility:
1.The student must be a senior in a national high school or a science high school.
2.The student must be one of the 10 best students of selected national high schools.
3.The student must pursue Bachelor of Elementary Education (BEED), Bachelor of Secondary Education (BSED), or Bachelor of Science in Accountancy (BSA).
4. The student must pass the scholarship exam.
Maintenance
1.The student must have a minimum Grade Point Average (GPA) of 1.75.
2.The student must not have a grade lower than 2.
3.The student must not have a mark of Incomplete, Dropped, or Failed.
4.The student must have a full load.
5.The student must not have any disciplinary sanction.
6.The student must do 10 service hours per week.
2.Valedictorian Scholarship
The Valedictorian Scholarship is given to valedictorians in any high school with at least 100 graduates in the batch.
Benefit:
100% coverage of the tuition
Eligibility:
The student must be a valedictorian of a high school with at least 100 graduating students in his/her batch.
Requirements
The student must submit the following documents to the Scholarship In-Charge at the Center for Student Development and Leadership, on or before the start of 1st Semester Enrolment :

3.The student must have a full load or at least 21 units for irregular students.
4.The student must not have any disciplinary sanction.
5.Dean’s List Half Scholarship

Eligibility:
The student must belong to top11-25 of the Dean’s List (not Presidential, Gov. Moreno, OJH, 1 of 100, and College scholars)
Requirement:
The Official Dean’s List is generated by the Registrar’s Office every semester.

1.The student must be a part of the top 11-25 of the Dean’s List.
2.The student must not have Incomplete, Dropped or Failed mark.

Non-Academic Scholarship
1. PHINMA Scholarship (Handog Kaibigan)

Eligibility:
1.The student must be an incoming freshman.
2.The student must belong to a low-income family.
3.The student must pass the scholarship exam.
Requirements:

3. Athletic Scholarship
The Athletic Scholarship is exclusively available to students who are part of the basketball team.
Benefits:
100% or 50% of tuition, as recommended by Head Coach
Eligibility:
The student must be recommended by the head coach of the basketball team.
Requirements:
1. Certificate of Recommendation by the Head Coach
2. Certificate of Good Moral Character
3. NSO Birth Certificate
Maintenance:
1. No failing grade, of good moral conduct, must not have been suspended during the previous term for disciplinary reasons

D. HEALTH SERVICES
The clinic is manned by a full-time registered nurse/s and an on-call doctor to provide for the health and dental services in the school. It promotes the education on good health awareness, updating the schools with the schedule of vaccinations to be taken, social and psychological counseling of students along with regular check-ups.

1.All bonafide students are covered with an accident insurance.
2. All claims and privileges of insured students will be subject to the policies of the school’s insurance provider.
3. In case of accident, claimant must report immediately to CSDL or not later than 60 days after the incident.
4.The insured student or beneficiary must report to the CSDL and accomplish the Insurance Claim Form (CSDL Form 417) at the Office of Student Welfare and Community Involvement with the following

E. STUDENT DEVELOPMENT AND ACTIVITIES
Committed to helping students enhance their leadership skills and to explore co-curricular opportunities available in the school, this department forges a sense of community by providing opportunities for social interaction and student participation in community life and student governance. Signed activity permit must be submitted one week before the project implementation.
Recognized and Accredited Student Organizations shall be divided into:

These classifications serve as a guide and are not meant to restrict an organization’s purpose or creativity. Some student organizations may fit within a number of categorical areas, but each group must be associated with one primary category for registration purposes.
Guidelines on the Application for Recognition of Students Organizations
The Office of the CSDL recognizes the right of students to develop their sense of responsibility, leadership and camaraderie through formation of organizations. Thus, the authority to operate shall be granted by the School President upon the recommendation of the CSDL.
1. The goals and objectives of the student organizations should be in line with and contribute to the school.
2. The Committee on the Student Organization Accreditation and Recognition shall reserve the right to approve the application for recognition of all aspiring organizations.
Application for Recognition of Clubs and Organizations
Requirements:
1. Any group of Fifteen (15) students may form an organization and apply for recognition. Aspiring organizations seeking recognition should secure first a list of requirements and the necessary forms for recognition from the Student Development Manager of the CSDL Office. The following are the requirements:
2. After submitting the requirements to the CSDL, the head of the organization and/or three (3) of its officers may be called for an interview by the SDM of CSDL. The SDM may recommend revisions on parts or of the whole constitution and by-laws and the general program of activities (GPOA) and must be submitted five (5) days after the receipt of the notice.
3. The SDM shall endorse the complete list of aspirants for club/organization recognition to the CSDL Director and to the
COO/EVP for final approval.
4. The SDM shall inform the aspiring organization of their application status.
5. Organizations whose application for recognition is approved shall be issued a Certificate of Recognition for one school year and are required to submit monthly and/or quarterly activity reports.
Renewal of Certificate of Recognition of Organizations/Clubs
Clubs and Organizations must submit the following requirements for renewal of their Certificate of Recognition:
1. Financial and accomplishment reports
2. List of the new set of officers and members
3. Adviser’s Consent
4. Constitution and by-laws should there be amendments

Certificate of Recognition
• The recognition of the student organization shall be a pre-condition for its operation in school. A corresponding Certificate of Recognition
shall be issued by CSDL upon the recommendation of the SDM and the Director upon full compliance of the requirements herein prescribed; however, such certificate shall be effective for one (1) school year for Student Body Organizations, and a maximum of three (3) years for clubs.
• Any student organization which has been granted institutional recognition & violates its own statement of purpose/constitution, or fails to comply with school policies, is liable to revocation of their Certificate of recognition after an investigation to be conducted by the SDM, Central Student Government & Officers of the Organization with the approval of the Director of the CSDL.
Qualifications of Officers of Student Organizations
Only bona fide students of the school who fulfil the following requirements may be officers of the student organizations:
1. Must be officially enrolled with a minimum academic load of 18 units.
2. Must not be under any academic and/or disciplinary probation.
3. Should not have incurred a failing grade (5.0 or below 75).
4. All officers of student organization must serve one (1) school year of their office.
5. Organization President must have at least one (1) year academic residency
6. Must possess other qualification as stated in their constitution and by-laws.
7. No student can occupy a major position in more than two organizations. Officers must vacate their position when they do not meet the requirements stipulated in the constitution and by-laws.
Revocation of Recognition
The certificate of recognition of any student organization may be revoked if it:
1. Violated its statement of purpose, constitution and by-laws.
2. Failed to comply with the policies and other circulars of the Office of Student Affairs and the school administration.
3. Implemented or undertaken activities, programs and projects without prior approval of the CSDL and the School Administration.
4. Failed to submit monthly or quarterly activity reports.
5. Has poor or below satisfactory performance in accomplishing the GPOA in accordance with its constitution and by-laws, mission, vision and objectives.
Denial of Application for Recognition
1. Non-compliance with the requirements enumerated in Section a.
2. Disapproval of the constitution and by-laws by the SDM.
3. Misrepresentation or falsification of submitted documents.
Privileges of Recognized Student Organizations
1. Only accredited and recognized student organizations are allowed to use school facilities (subject to policies of the school on the use of facilities) and are entitled to have a bulletin board.
2. Attendance to various activities organized by the school and CSDL shall give organizations additional credits towards re-accreditation and recognition for the succeeding year.
3. Officers and Members of accredited and recognized student clubs & organizations can apply to represent the school in various international/national/regional student conferences, training programs and the like.
4. Avail financial assistance from the Supreme Student Council and the CSDL.
5. Can be conferred awards on the recognition program of the school subject to the established criteria.
6. Use the school facilities for meetings, assemblies, gatherings and other related activities.
7. Host events on campus and sponsor programs and activities.
8. Conduct fundraising activities on campus and Publicize events on campus.
9. Reserve a table at the annual Club Days.

(1) residency of at least two (2) full consecutive semesters in the institution,

(3) not graduating in March, May, or October after election, and will continue to be a full-time student during the term of office if elected.

• Campaign posters and propaganda materials need the ELECOM’s stamp. For flyers, only a few samples need to be stamped. The size and number of posters will be limited for each political party. Posters and banners may be placed only at the school’s bulletin boards.
• Election campaign done outside the outside the campus in the form of radio, TV, and/or newspapers are strictly prohibited. The use of
bunting is not allowed. Billboards, audio systems, placards and megaphones are also prohibited.
• Election campaign done in the classroom may be allowed provided that prior permission is obtained from SDM, CSDL Director and the College Deans, in consultation with the concerned classroom instructor.
• The campaign period starts one week before election day. It ends on the day before the elections. An election rally and inter-party debate may be held. The amount of time for the campaign should not exceed twenty (20) minutes per party. For classroom campaigns, the candidates shall present the permit to the instructor before entering.

D. HEALTH SERVICES
The clinic is manned by a full-time registered nurse/s and an on-call doctor to provide for the health and dental services in the school. It promotes the education on good health awareness, updating the schools with the schedule of vaccinations to be taken, social and psychological counseling of students along with regular check-ups.

E. STUDENT DEVELOPMENT AND ACTIVITIES
Committed to helping students enhance their leadership skills and to explore co-curricular opportunities available in the school, this department forges a sense of community by providing opportunities for social interaction and student participation in community life and student governance. Signed activity permit must be submitted one week before the project implementation.
Recognized and Accredited Student Organizations shall be divided into:
- School-Wide Student Organizations- membership in these organizations are open to all students of various colleges/departments with specific objectives/interests as socio-civic, religious, athletic and others.
- College-based Student Organizations- membership in these organizations are exclusive to students of a particular college in relation to their major fields of specifications.
The Clubs and Organizations of the school are recognized based on the following categories:

These classifications serve as a guide and are not meant to restrict an organization’s purpose or creativity. Some student organizations may fit within a number of categorical areas, but each group must be associated with one primary category for registration purposes.
Guidelines on the Application for Recognition of Students Organizations
The Office of the CSDL recognizes the right of students to develop their sense of responsibility, leadership and camaraderie through formation of organizations. Thus, the authority to operate shall be granted by the School President upon the recommendation of the CSDL.
1. The goals and objectives of the student organizations should be in line with and contribute to the school.
2. The Committee on the Student Organization Accreditation and Recognition shall reserve the right to approve the application for recognition of all aspiring organizations.
Application for Recognition of Clubs and Organizations
Requirements:
1. Any group of Fifteen (15) students may form an organization and apply for recognition. Aspiring organizations seeking recognition should secure first a list of requirements and the necessary forms for recognition from the Student Development Manager of the CSDL Office. The following are the requirements:
- A formal letter of application for recognition addressed to the
- Student Organization and Activities (Organization Profile) to be filled up by the Head of the organization and attested by the faculty adviser/s.
- List officers and members for the current school year. (SOAc Forms B1 and B2).
- Acceptance letter of the faculty adviser/s addressed to the Chairman, CSOAR. (SOAc Form-C)
- General program of activities (GPOA) for one school year (SOAc Form-E)
- Joint statement of involvement/commitment by the student organization head and adviser/s
- Copy
of the approved constitution and by-laws of the organization duly signed by the
set of officer
2. After submitting the requirements to the CSDL, the head of the organization and/or three (3) of its officers may be called for an interview by the SDM of CSDL. The SDM may recommend revisions on parts or of the whole constitution and by-laws and the general program of activities (GPOA) and must be submitted five (5) days after the receipt of the notice.
3. The SDM shall endorse the complete list of aspirants for club/organization recognition to the CSDL Director and to the
COO/EVP for final approval.
4. The SDM shall inform the aspiring organization of their application status.
5. Organizations whose application for recognition is approved shall be issued a Certificate of Recognition for one school year and are required to submit monthly and/or quarterly activity reports.
Renewal of Certificate of Recognition of Organizations/Clubs
Clubs and Organizations must submit the following requirements for renewal of their Certificate of Recognition:
1. Financial and accomplishment reports
2. List of the new set of officers and members
3. Adviser’s Consent
4. Constitution and by-laws should there be amendments
5 General Plan of Action for the current school year
Certificate of Recognition
• The recognition of the student organization shall be a pre-condition for its operation in school. A corresponding Certificate of Recognition
shall be issued by CSDL upon the recommendation of the SDM and the Director upon full compliance of the requirements herein prescribed; however, such certificate shall be effective for one (1) school year for Student Body Organizations, and a maximum of three (3) years for clubs.
• Any student organization which has been granted institutional recognition & violates its own statement of purpose/constitution, or fails to comply with school policies, is liable to revocation of their Certificate of recognition after an investigation to be conducted by the SDM, Central Student Government & Officers of the Organization with the approval of the Director of the CSDL.
Qualifications of Officers of Student Organizations
Only bona fide students of the school who fulfil the following requirements may be officers of the student organizations:
1. Must be officially enrolled with a minimum academic load of 18 units.
2. Must not be under any academic and/or disciplinary probation.
3. Should not have incurred a failing grade (5.0 or below 75).
4. All officers of student organization must serve one (1) school year of their office.
5. Organization President must have at least one (1) year academic residency
6. Must possess other qualification as stated in their constitution and by-laws.
7. No student can occupy a major position in more than two organizations. Officers must vacate their position when they do not meet the requirements stipulated in the constitution and by-laws.
Revocation of Recognition
The certificate of recognition of any student organization may be revoked if it:
1. Violated its statement of purpose, constitution and by-laws.
2. Failed to comply with the policies and other circulars of the Office of Student Affairs and the school administration.
3. Implemented or undertaken activities, programs and projects without prior approval of the CSDL and the School Administration.
4. Failed to submit monthly or quarterly activity reports.
5. Has poor or below satisfactory performance in accomplishing the GPOA in accordance with its constitution and by-laws, mission, vision and objectives.
Denial of Application for Recognition
1. Non-compliance with the requirements enumerated in Section a.
2. Disapproval of the constitution and by-laws by the SDM.
3. Misrepresentation or falsification of submitted documents.
Privileges of Recognized Student Organizations
1. Only accredited and recognized student organizations are allowed to use school facilities (subject to policies of the school on the use of facilities) and are entitled to have a bulletin board.
2. Attendance to various activities organized by the school and CSDL shall give organizations additional credits towards re-accreditation and recognition for the succeeding year.
3. Officers and Members of accredited and recognized student clubs & organizations can apply to represent the school in various international/national/regional student conferences, training programs and the like.
4. Avail financial assistance from the Supreme Student Council and the CSDL.
5. Can be conferred awards on the recognition program of the school subject to the established criteria.
6. Use the school facilities for meetings, assemblies, gatherings and other related activities.
7. Host events on campus and sponsor programs and activities.
8. Conduct fundraising activities on campus and Publicize events on campus.
9. Reserve a table at the annual Club Days.
Policies for recognized student organizations:
- Student organizations must be open to all students of the institution without regard to race, color, creed, religion, national or ethnic origin, gender, sexual orientation, age, marital status, citizenship, or handicap.
- Student organizations must maintain accurate and up-to-date records of officers and maintain an updated constitution and by-laws for the organization and report changes to the Coordinator for Student Activities and Services.
- Hazing activities are STRICTLY PROHIBITED. If a student organization is affiliated with an external organization, the campus chapter must submit a copy of the constitution, articles of incorporation or other governance document of the external organization for approval. In all cases, the school’s policies and regulations supersede those of the external organization.
- Only recognized clubs and organizations with Activity Permit shall be allowed to conduct activity within the school premises.
- All Recognized Organizations and Clubs are required to submit Financial and accomplishment reports to the SDM Office every end of the semester.
- No individual student or organization shall be allowed to use the name and seal of the school unless permission to this effect is granted. This applies to solicitation letters, printed programs, invitations, announcements, etc.
Policies in Conducting Activities:
- Fridays and Saturdays shall be official activity days.
- All meetings, practices, gatherings and assemblies of recognized clubs and organizations shall be held only during official activity days.
- All clubs and organizations shall secure Activity Permit at the CSDL Office signed by the proper authorities.
- Organization should secure first an activity permit unto which all pertinent information of the activity is stated and an approval slip from CSDL not later than 2 weeks before the actual date of the activity.
- All communication letters including request for the use of the school facilities should be submitted a week before the actual date of activity.
- All
activities including those to be conducted outside the campus such as outreach
program are to be endorsed by the advisers, noted / approved by the college
dean, has a recommending approval of the CSDL, and has final approval by the
COO/EVP.
- All organizations are required to submit an activity report including a photo documentation of the conducted activity not later than 7 days after the actual date of the event or activity
Policies for fundrasing activities
A. Any duly recognized student organization desiring to conduct fund-raising activity should write a letter addressed to the Director of the Center for Student Development and Leadership and shall fill out the application to conduct a fund raising activity. (Form is available at the CSDL Office)
B. Application to conduct a fund-raising activity via raffle draw must be filed at the CSDL at least 2 weeks before the said activity.
• The application should indicate the prizes to be raffled, the price per ticket, the drawing date, the time and the place to draw.
• A time limit of one month is allowed to any organization to raffle off the given objects. Any extension of time should be approved by the CSDDL- The list of winners must e posted in the Bulletin boards in the Campus concerned.
C. All letters to be used for solicitation should bear the signatures of the President of the Student Organization, Adviser, SDM and the College Dean. Solicitation letters should be properly and systematically monitored. The solicitation of funds or merchandise from off- campus groups of business firms requires the special permission of CSDL.
Policies in Collecting Additional Funds
1. Any SBOs and/or Clubs who intend to collect additional fees must submit their letter of intent to the CSDL with the following attachments:
a. Minutes of the meeting regarding additional monetary collection duly signed by the SBO Adviser
b. Signature of at least 60% of the members signifying their approval of the additional collection. c. Budget Allocation of the Additional fee collected.
2. SDM shall review the documents submitted and shall make the necessary recommendations to the CSDL Director.
3. The CSDL Director shall forward the request to the Office of the COO for approval.
4. Additional collection of Fees shall only be done upon the approval of the COO/EVP.
5. Unrecognized organizations shall not be allowed to make any collections.
Policies on General Assemblies and Elections
- Each RSO shall hold a general membership assembly at least once in an academic year, preferably during the start of the academic year. The general assembly shall take up, among others, (1) amendments to the Constitution and By-Laws including the policy on fees and (2) program of activities for the academic year.
- The election of club officers shall be held during the general membership assembly, unless its Constitution and By-Laws specifies otherwise.
- Supreme Student Council and recognized students organization elections shall be held annually sometime in February. Prior to filing a certificate of candidacy with the CSG (ELECOM), each candidate shall secure the following: Certification from the Registrar of
(1) residency of at least two (2) full consecutive semesters in the institution,
(2) no failing marks,
(3) not graduating in March, May, or October after election, and will continue to be a full-time student during the term of office if elected.
(4) Certification from CSDL that the candidate has no disciplinary record.
• Campaign posters and propaganda materials need the ELECOM’s stamp. For flyers, only a few samples need to be stamped. The size and number of posters will be limited for each political party. Posters and banners may be placed only at the school’s bulletin boards.
• Election campaign done outside the outside the campus in the form of radio, TV, and/or newspapers are strictly prohibited. The use of
bunting is not allowed. Billboards, audio systems, placards and megaphones are also prohibited.
• Election campaign done in the classroom may be allowed provided that prior permission is obtained from SDM, CSDL Director and the College Deans, in consultation with the concerned classroom instructor.
• The campaign period starts one week before election day. It ends on the day before the elections. An election rally and inter-party debate may be held. The amount of time for the campaign should not exceed twenty (20) minutes per party. For classroom campaigns, the candidates shall present the permit to the instructor before entering.
• The following documents shall be submitted to CSDL b the SSC ELECOM, copy furnished the college Deans:
(1) List of accredited student parties and list of qualified candidates
(2) Names of members of duly recognized ELECOM
(3) Copy of the rules and regulations governing elections including requirements for accrediting political parties and qualifications of candidates
(4) Manner and conduct of election
(5) Result and list of winning candidates for proclamation and publication
F. CODE OF CONDUCT FOR STUDENTS
Dress Code
- All students are expected to wear the prescribed school uniform and ID at all times while in the campus.
- Working students may avail of the privilege of exemption from wearing the school uniform upon submitting a letter to the Student Discipline Coordinator and securing the signed Uniform Exemption Form from the Student Discipline Coordinator.
- Male students are not allowed to wear earrings while in the campus and are required to sport appropriate and clean haircut.
- All students are expected to wear decent attire during school activity day.
Frisking of students for campus safety
Safety and security of the students is ensured in coordination with the school security personnel.
- Security personnel, with the assistance of Student Marshals, are authorized to frisk all the individuals entering the campus and search bags for concealed weapons and other dangerous objects, cigarettes, liquor, and illegal drugs. Students shall submit themselves for inspection.
Leaving the classroom
- A student who needs to attend to an urgent matter shall ask permission from the instructor prior to leaving the classroom.
- Classes shall not be disrupted by anyone without permission from the College Dean, CSDL Dean, or Executive Vice President/Chief Operation Officer.
Use of mobile phones and other electronic gadgets
- Cellular phones and electronic devices of students are to be turned off or at least put in silent mode while they are in the classroom, library, computer and internet laboratories.
Visitor during class hours
- Visitors who wish to see a student shall proceed to CSDL.
